The average household in Cyprus spent €43,263 in 2023, or about €3,605 a month, according to the Statistical Service's Household Budget Survey. Overall prices sit a little under the EU average: Eurostat put Cyprus at 89.2% of the EU level for household final consumption in 2025. The residence paperwork that turns a long holiday into a move costs €20 if you hold an EU passport and €140 for most other arrivals. Everything expensive about moving here sits somewhere else in the budget.
What a Cyprus household actually spends
The Household Budget Survey is the only large official measure of what people on the island pay out. The Statistical Service (CyStat) ran the latest one in 2023 and published it in August 2025, with close to 3,000 households keeping records across all districts.
Mean annual consumption expenditure per household came to €43,263, up 38.6% in cash terms on the €31,206 recorded in 2015/2016 and 19.6% in real terms. Urban households spent €44,548 against €40,505 in rural areas, a gap of 10%. Measured per adult equivalent rather than per household, the figure is €25,216. Mean net household income over the same year was €48,419, rising to €51,382 in the towns.

One line in that table needs a health warning. CyStat counts imputed rent, meaning the rent an owner-occupier would notionally pay, inside the housing category. Most Cypriot households own their home outright, so the €11,884 average blends real rent paid by tenants with a notional figure for owners. A newcomer renting a two-bedroom flat in Limassol will be well above it.
Where Cyprus is cheaper than the EU, and where it is not
Eurostat's price level indices compare what the same basket costs across member states, with the EU average set at 100. On the 2024 figures, the last year with a full category breakdown, Cyprus came out above the EU average for food and non-alcoholic beverages at 104.7, and for electricity, gas and other fuels at 108.3. Education stood at 138.6, which is what a market dominated by private and English-language schooling looks like in the data.
The savings show up elsewhere. Restaurants and hotels sat at 89.0, transport at 87.7, clothing and footwear at 97.6 and health at 99.5. So eating out and getting about cost less than the EU norm, while filling the fridge and running the air conditioning cost more.
Electricity has moved in the right direction lately. In the second half of 2025, household consumers in the medium consumption band paid €0.2774 per kWh including all taxes and levies, against an EU average of €0.2896, a reversal of the position Cyprus held through the energy spike.
The residence paperwork is the cheap part
Government fees for the right to live here are modest, whatever your passport says.
EU and EEA citizens registering under form MEU1 pay €20, and the same €20 covers a third-country family member applying under MEU2 or a permanent residence document under MEU3. British nationals covered by the Withdrawal Agreement pay €30 per person for their MUKW documents. Not registering is not a cheap option: the Migration Department can impose a financial penalty of up to €2,500.
Third-country nationals on the visitor route, the permit everyone calls the pink slip, pay €70 for the issue or renewal of the residence permit plus €70 for first registration in the Aliens' Register, per applicant. The department says an application is usually decided within four months where the supporting documents are complete. Permanent residence through an immigration permit costs €500 for everyone included in the application, with a further €70 each where an Alien Registration Certificate is needed. The permit itself carries no expiry, though the card is replaced every ten years.
The one-off costs of arriving
This is where the money goes. Buying a home brings transfer fees or VAT, stamp duty on the contract and a legal bill that firms usually pitch around 1% of the price. Run your own figures through the transfer fee calculator before you commit to a purchase price, because the split between VAT and transfer fees depends on whether the property is new or resale.
Bringing a car is its own project, with excise duty, VAT and registration to consider, plus the transfer of residence relief that can wipe out some of it. Swapping a foreign driving licence at the Road Transport Department is a counter job with a modest fee in the region of €40, worth confirming with the department on the day.
If you rent first, which most people should, budget for a deposit on top of the first month. Cyprus has no statutory cap on deposits, so the amount is whatever the tenancy agreement says, and the rental laws guide explains which tenancies fall under rent control and which do not.
What the state takes from your income
Since 1 January 2026 the first €22,000 of chargeable income is taxed at 0%. Above that, 20% applies to €32,000, 25% to €42,000, 30% to €72,000 and 35% thereafter. A foreign pension can instead be taxed at a flat 5% on the amount over €5,000 a year if you elect for it, which suits most retirees drawing a UK pension. Employment income also carries social insurance at 8.8% from the employee and 8.8% from the employer, on earnings up to €68,904 a year, which works out at €5,742 a month. The self-employed pay 16.6% on notional earnings set by occupation. On top of that sits the health system contribution: 2.65% for employees, 2.90% for employers and 4% for the self-employed.
For a sense of the floor, the national minimum wage decree that took effect on 1 January 2026 sets €979 gross a month on hiring and €1,088 after six months of continuous employment. Domestic helpers, agricultural and livestock workers, maritime workers and the hotel industry sit outside it, the last because they have their own decree.
Building your own number
Start from the CyStat average, then adjust for the two things that move it most: whether you rent or own, and whether you are paying school fees. A retired couple who buy outright in a village will land well under €3,605 a month. A family of four renting in Limassol with two children in private school will be a long way over it, and the transport share tells you to assume a car per working adult rather than a bus pass.
