A non-EU national living legally in Cyprus can bring a spouse and unmarried children under 18 to join them, but usually only after two years of lawful residence, and only with a residence permit valid for at least a year ahead. The application goes to the Migration Department in Nicosia, costs €200 per family member plus registration fees, and the department gives itself nine months to decide. If your spouse is an EU citizen, Cypriots included, none of this applies: a separate and easier regime covers you.
The rules sit in the Aliens and Immigration Law, Cap. 105, which brought the EU Family Reunification Directive (2003/86/EC) into Cypriot law. What follows reflects the Migration Department's published guidance as of October 2026.
Who counts as the sponsor
The sponsor is the family member already living in Cyprus. Under the Migration Department's published conditions, a sponsor must:
- 1have lived lawfully in the Republic for at least two years;
- 2hold a residence permit valid for at least one year;
- 3have a reasonable prospect of acquiring permanent residence.
The two-year rule has exceptions. Researchers and intra-corporate transferees are exempt, and their families can apply at the same time as the sponsor's own permit. The Director of the department also has discretion to waive the two years where the sponsor works for a company approved to employ foreign personnel, which in practice means the companies of foreign interests that employ much of Limassol's international workforce.
The third condition is the one that trips people up. The department reads it against the kind of permit you hold, so someone on a fixed-term or temporary category should check how theirs is treated before paying for translations and apostilles.
Britons should note where they stand. A UK national who moved to Cyprus after 2020 is a third-country national and uses this route like anyone else. Those resident before the end of the transition period hold Withdrawal Agreement status, which carries its own family rights; our guide to moving to Cyprus from the UK covers that split.
Which family members qualify
The list is short:
- a spouse aged at least 21, where the marriage took place at least one year before the application;
- minor children of the sponsor and spouse, including children adopted under a decision recognised in Cyprus;
- minor children of the sponsor alone, or of the spouse alone, where that parent has sole custody and the child is dependent on them.
Children must be under 18 and unmarried. Parents, adult children, siblings and unmarried partners are not on the statutory list, and there is no general discretion in the published guidance to add them. A parent who wants to retire near their children in Cyprus will normally need a permit in their own right, such as the pink slip or a Category F permit described in our guide to retiring to Cyprus.
The one-year marriage rule bites hardest on newlyweds. If you married six months ago, the clock has to run before you can file, whatever your other circumstances.
Money, housing and health insurance
On top of the residence conditions, the sponsor has to show stable and regular resources sufficient to keep the family without recourse to social assistance, suitable accommodation, and health insurance for everyone.
The department does not publish a fixed income figure on its family reunification page. Commercial guides quote different numbers, and they do not agree with each other, so treat any figure you read online with suspicion. The assessment looks at how much you earn, how reliable it is and how many people it has to support. Payslips, social insurance records, tax returns and bank statements are the usual evidence, and a salary that only just clears the minimum wage will struggle once a spouse and two children are added.
The department's supporting documents list gets more specific on the rest:
- Employment: a signed and stamped employment contract for at least 18 months from the date of application, or one of open duration.
- Housing: the title deed or a rental agreement for the family home, stamped if the rent over the term exceeds €5,000, with a description of the property and rent receipts where relevant.
- Insurance: a policy covering the sponsor and every family member for inpatient and outpatient care, plus repatriation of remains.
Every foreign document (marriage certificate, birth certificates, adoption orders, custody rulings) must be officially translated and certified. For most countries that means an apostille, which we explain in our Cyprus apostille guide. Passports for the family should have at least nine months left on them.
How the application works
Family members normally need an entry permit before they travel. The sponsor applies for it in Cyprus on form MFR2, and the guidance is blunt that a family member cannot enter on a tourist visa and then apply. The exception, again, is the sponsor employed by an approved company: there the Director can accept an application for family members already in Cyprus on a visa.
The steps run like this:
- 1The sponsor files the MFR2 application, with all supporting documents, at the Migration Department's headquarters in Nicosia. Family reunification applications cannot be lodged at district offices.
- 2Biometrics (photo and fingerprints) are taken, either on the day or shortly after at the District Immigration Unit of the Cyprus Police. Children under six give a photo only.
- 3The department decides. Its stated timescale is nine months from a complete application, or 90 days for families of researchers and intra-corporate transferees. An incomplete file restarts nothing; it simply waits longer.
- 4On approval, the family enters on the entry permit, registers in the Aliens Register and collects the residence permit.
| Fee | Amount |
|---|---|
| Entry permit and residence permit | €200 |
| Residence permit only | €200 |
| Renewal of residence permit | €200 |
| First registration in the Aliens Register | €70 |
These are per person. A spouse and two children arriving together therefore start at €810 in government fees alone, before translations, insurance premiums and any lawyer's fee.
Life on a family permit
The first permit lasts one year and is renewable, but it can never run past the expiry of the sponsor's own permit. If the sponsor's status falls away, the family's does too. Renewals can be filed online between 90 and 30 days before expiry, which requires a verified CY Login account for each person involved.
As long as the conditions keep being met, there is no maximum period of stay.
Spouses get access to work, though the terms depend on the sponsor's category. Spouses of long-term residents and intra-corporate transferees have free access to the labour market, self-employment included. Spouses of employees at foreign-interest companies can take paid employment without a sealed contract from the Department of Labour, but cannot be self-employed. The general rules on permits and job categories are in our piece on Cyprus visa requirements and work permits.
If your sponsor is an EU or Cypriot citizen
Family members of EU citizens fall under the free movement rules, not Cap. 105's family reunification chapter. There is no two-year wait, no one-year marriage rule and no minimum age of 21. The EU citizen registers and the non-EU spouse or civil partner applies for a residence card, with the EU citizen present at the appointment. Dependent children and dependent parents of either spouse are also covered, which is a wider circle than the third-country route allows.
The trade-off is that the relationship gets scrutinised. Marriages of convenience are a refusal ground under both regimes, and the department can refuse where it doubts the relationship is genuine.
When the answer is no
A refusal letter sets out the department's reasons. You then have two options. The first is to fix the gap (an expired insurance policy, a missing apostille, an employment contract a few months too short) and file again. The second is a recourse to the Administrative Court under Article 146 of the Constitution, which must be filed within 75 days of the decision being notified to you. The court reviews whether the decision was lawful; it will not rescue an application that was incomplete in the first place, so for most document-based refusals a fresh application is faster.
Refusals that turn on judgement, such as whether income is "stable and regular" or whether a marriage is genuine, are where a challenge is more often worth the cost.
